In reply to your letter of the 12th, ultimo, I am directed
to inform you that whereas you were cdvanced to the 1st. Grade of
Azzistant Pngineere on the 29th. July, 1913, Mr. Duncan, who held a
special appointment and was therefore not graded, was in receipt since
the 2nd of April 1912, of emolumenti equal to the maximum zalary of
an Assistant Enginear of the lst. Grade. For this reason Hr. Duncan
although junior in point of total lengha of service is to be regarded 1
as sunter in point of cervice in the orrde of let. Grade Asistant
Engineer.
This position gives Hr. Dungan no prior claim to promotion to
higher rank. Buch promotion is a matter for the Secretary of State to
decide on the merits of ench particular ense.
2. No communication has been addressed to the Secretary of
State on the subject of the relative zonierity in the grade of let
Grade Assistant Engineer, but if you dezire to addres him you are of
course at liberty to do so.
